14.6.1 IPS - Indian Police Service
Indian Police Service (IPS) is one of the three All India Services under Article 312 of the Constitution. IPS officers lead state police forces and central agencies.
IPS Basics
- Selection: Through UPSC Civil Services Examination
- Training: Sardar Vallabhbhai Patel National Police Academy (SVPNPA), Hyderabad
- Cadre: Officers are allotted to State Cadres

IPS Batch System
IPS officers are identified by their "batch year" - the year they joined the service:
- Batch Year: Example - "1995 batch IPS" means joined in 1995
- Seniority: Based on batch year and position in that batch
- Promotions: Time-bound with empanelment at higher levels
- DGP Eligibility: Typically 30+ years service required
Supreme Court in Prakash Singh case (2006) mandated minimum 2 year tenure for DGP and other police officers to prevent arbitrary transfers.
